I don’t think so. It only means he hasn’t decided. You can’t stop recruiting a position on the hope someone commits.
I think on a recent podcast, Matta mentioned frontcourt depth as a need. I hope this doesn’t mean we are out on Bates (we have room for both!). Encouraged that this is a clear priority.

That's the old Butler way of recruiting.
Doesn't seem to stand out as much as Bates on paper. I'm guessing he would be a good backup Center if we land Bates and a good insurance policy if we don't? Can he play the 4 at all?
No, but he'd be a solid backup or at the very least a decent space eater in the middle to at least threaten other teams
I would love to land 2 centers. Also, he has 2 years of eligibility left, correct? Or 3 with the covid year?
2 scholarships for either Connor, Manny and Jalen? First come first serve? The other scholarship is for a PG right?
He played 3 with Georgia State, including the COVID season, so he'd have 2 seasons of eligibility remaining.

PG, 2 bigs, and "best available" would be fine with me.
I'm all for proven frontcourt depth.
We've currently got JMM, who's best suited as a reserve, and a freshman in Turnbull (who needs to hit the gym for a year) as our options at center. Maybe also Wilmoth, but he also has to hit the gym if he wants to play the 5 in the Big East. Adding two bigs would be ideal.
I don’t remember him specifically from the Zags game, but those are impressive numbers considering he was going up against Timme and Chet, by far the best big man duo in college basketball. So he should be fine in the Big East if Bates goes elsewhere.
He's listed as a 4 on the Georgia State website.
For what it's worth, I believe this visit is unrelated to Bates' recruitment. I think Butler would take both if it can.
